Apple are only dropping new revisions constantly because they first released it with buggy software so they are fixing it as they go along, once they fix one thing they release a new revision.
MS could do exsactly the same if they released the OS now, and then they can keep dropping revisions every month untill they get to a near fixed OS.

Exactly, Apple only allow you to up stuff on that they want, with WinMo you are allowed to install and run anything you like on there.
