The 2 hours standby per 10 minute charging is really awesome, actually. If the panel performs as promised, you could potentially never have to charge the phone...

I don't think this has anything to do with AT&T, just SE testing their unlocked product for sale in US. Hopefully we won't have to wait long for the "a" variant, that AT&T will undoubtedly use.
