Oct 8th 2008 7:42AM You don't need a PSEye, you can do it with any camera that works on the PS3. I used the Xbox360 camera and it worked fine.
p.s. This is one of the reasons why I love the PS3 in that it doesn't tie you down to Sony hardware unlike the 360. Having just popped a new 320Gb disk in I could not imagine doing that with my 360.

As for the ability to recieve HD I see no reason why not, I have a DVB-T usb stick which used to get the HD test channels from BBC and ITV from the Guildford transmitter.
