I don't know much about the ipod touch, but I thought I remembered hearing it had voice notes. If that's the case them I'm sure it's completely possible.

the iPod touch does not have a speaker or microphone. Unfortunately, it does not have bluetooth either, which would have obviously been useful for not just wireless headphones :) ... but I think Apple figured that out.
On the other hand, it does have a functional docking port on the bottom which can be rigged up to accept a microphone or bluetooth module:

I was excited to try this. Chat seems to work. Unfortunately, Skype out does not.
