He was a bit vague. An ADC membership has always cost money, but then again XCode has always been free. My guess is anyone will be able to develop an app using XCode for no charge... but if you want to publish it through the "EXCLUSIVE" distribution channel you'll probably have to be an ADC member; which will cost $99.
