Yeah my Nokia E62 is functioning without a SIM now, just tried it out. Just goes into offline mode (which you can enter with the SIM card in anyway)But maybe the benq isnt a smartphone and thus isnt smart enough to work without a SIM? I hate stupidphones. This one is atleast trying to learn ;-)
