I've heard that the actual issue was Rogers' defiance towards Apple's wishes to keep the iPhone unbranded. Rogers wanted their logo on the handset, Apple said no.
I've also heard (through the grapevine) that an agreement has been reached and the phone is set to launch Q1 2008.
