I darn sure don't want my top-of-the-line iPhone being mistaken for it's cheaper counterpart. If not 3rd! Even Apple's most vocal detractors wouldn't doubt this. It's all about keeping ahead for Apple.
Lower price points: Yes over time, unless the subsequent gen's capabilities warrant keeping the premium price, such as greatly increased memory capacity, allowing for what I believe should be one of Apple's ultimate goals; truly being able to load and run dektop class applications on a phone sized device. If anyone can work the gui magic that something like that would require, I would bet on Apple to be the leading contender. My timeframe guess?
