I've seen this before. The UTStarcom-branded version is called the PPC4200. They showed it off at 3GSM back in February. It was thoroughly underwhelming, though... by far the cheapest-feeling Windows Mobile device I've ever tried.
I know UTStarcom doesn't manufacture it though, so Kent may be right about it being designed by Inventec.
