I think W/kg means watts per kg body tissue - not per kg cell phone.
"Oh no, the SAR on our new phone is 1.7 W/kg and the max limit is 1.6 W/kg - let's throw in another 10 grams of unnecessary materials and I think it's ready to go right through the FCC testings" :p
